Solution:
This is a trick involving the weather. Drag the sun off the screen or cover it completely with your finger until it disappears.
A cloud will appear and start raining, forming a puddle underneath the frisbee.
The puppy will then jump off the reflection/puddle and successfully reach the frisbee!
