Solution
The trick here is to maximize the value by changing the digits available.
1. Tap and hold the digit 6.
2. Rotate the digit 6 counter-clockwise (or clockwise) by 180 degrees using two fingers. It will turn into a 9.
3. Now you have two 9s. Drag one 9 onto the other 9 to combine them into the number 99.
4. Submit 99 to pass the level.
