Solution: This is a physics puzzle! You need to carefully trace the water flow from the source.
Many tanks appear to be connected, but look closely for pipes that are blocked, sealed, or exit into the air. Water will only flow downwards and through clear, open pipes.
Following the clear path, you will find that Tank C (or Tank 3, depending on the labeling) is the first one that receives and retains water, while paths to others are obstructed or too high.
